摘要
秦沈客运专线是中国铁路由普速到准高速再进入高速发展历程中具有里程碑意义的工程,是一次铁路建设技术突破性的重大实践,被认为是中国高速铁路的“发轫之作”。从1986年酝酿筹划开始,到1999年开工建设,秦沈客运专线的技术决策过程历时13年,其间技术路线及相关设计标准经历了三次大的修改。秦沈客运专线技术路线的演进过程,也映射出中国高速铁路早期复杂曲折的探索历程。系统阐释秦沈客运专线技术路线的决策经过,深化对中国高速铁路早期探索阶段艰难起步、实践过程以及所取得的成就、经验等认识,具有重要的历史价值与现实意义。
The Qinhuangdao-Shenyang High-speed Railway is a milestone project in the development of China's railway from common slow train to quasi-high-speed and then into high-speed one.It was a major breakthrough in railway construction technology and considered as the “starting work” of China's high-speed railway.The technical decision-making process of the Qinhuangdao-Shenyang Highspeed Railway lasted for 13 years,from planning in 1986 to construction starting in 1999.During this period,the technical route and related design standards underwent three major revisions.The evolution process of the technical route of the Qinhuangdao-Shenyang High-speed Railway also reflected the complex and tortuous exploration process of China's high-speed railway in the early days.The systematic elaboration on the decision-making process of the technical route of the Qinhuangdao-Shenyang Highspeed Railway,deepening the understanding of the difficult start,practical process,achievements,and experiences of China's early exploration stage of high-speed railways has important historical value and practical significance.
