摘要
基层医疗卫生机构是医疗卫生服务体系的重要组成内容,主要承担城乡居民基本医疗和公共卫生服务的重要职责。在医疗改革背景下,科学且全面地评估基层医疗卫生机构的绩效,提高医疗服务质量、优化资源配置是一项重要工作。因此,应当以健康价值为基本导向创建绩效评价指标体系,为绩效评价工作的开展提供支持。基于此,本文简要分析健康价值和绩效评价的理论内容,探索绩效评价指标体系构建原则及相应内容,分析具体的实施过程,以期为基层医疗卫生机构的有效管理和绩效评价提供参考。
Grassroots medical and health institutions are an important part of the medical and health service system,mainly undertaking the important responsibilities of basic medical care and public health services for urban and rural residents.Under the background of medical reform,it is an important work to scientifically and comprehensively evaluate the performance of primary medical and health institutions,improve the quality of medical services and optimize the allocation of resources.Therefore,the performance evaluation index system should be established with the health value as the basic guidance to provide support for the development of the performance evaluation work.Based on this,this paper briefly analyzes the theoretical content of health value and performance evaluation,explores the construction principles and corresponding contents of the performance evaluation index system,and analyzes the specific implementation process,in order to provide reference for the effective management and performance evaluation of primary medical and health institutions.
