摘要
新质生产力与农业强国都是在推进中国式现代化语境下生成的马克思主义中国化时代化理论成果,二者在目标指向上具有高度契合性。新质生产力是先进生产力质态,以新的生产力理论指导我国农业强国建设,既是农业发展方式的创新,也是农业发展量的突破和质的跃升,有助于协调农业供需动态平衡、提升农业科技创新水平、变革农业生产组织形态、助力农业全产业链发展。当前,以新质生产力推动农业强国建设主要面临来自科技创新、经营主体、基础设施及产业链供应链等方面的现实挑战。未来强化新质生产力对农业强国建设的引领作用,必须加强农业关键核心技术攻关和基础研究,以高科技赋能农业劳动资料;建强现代农业经营主体和社会化服务,推动小农户与现代农业有机衔接;推进数字化农业基础设施建设和装备升级,发挥数据要素在农业生产领域的乘数效应;构建现代化农业产业体系,拓宽和深化农业劳动对象,提升产业链供应链韧性和安全水平。
New quality productive forces and the construction of agricultural power are both theoretical achievements of the Chinalization and modernization of Marxism generated in the context of Chinese path to modernization.Both are integral components of achieving a socialist modern power,and they share a high degree of compatibility in their objectives and directions.The new quality productive forces represent the advanced state of productive forces.Guiding the construction of agricultural power with new productive force theories is not only an innovation in agricultural development methods but also a breakthrough in both quantitative and qualitative aspects of agricultural development.It contributes to coordinating the dynamic balance between agricultural supply and demand,enhancing the level of agricultural science and technology innovation,transforming the organizational forms of agricultural production,and supporting the development of the entire agricultural industry chain.Currently,the construction of agricultural power with new quality productive forces faces significant practical challenges from innovation in science and technology,operating entities,infrastructure,and supply chains.Looking ahead,to strengthen the leading role of new quality productive forces in agricultural power construction,it is imperative to advance key technological breakthroughs and fundamental research in agriculture,leveraging high-tech to enhance agricultural production factors,strengthening agricultural operating entities and service entities,promoting the integration of small-scale farmers with modern agriculture,and fostering the development of the entire agricultural value chain.Additionally,it is crucial to promote the construction of digital agricultural infrastructure and equipment upgrades and effectively leveraging data elements to amplify their impact in agricultural production.Finally,it is necessary to build a modern agricultural industrial system,expand and deepen the scope of agricultural labor objects,enhance the resilience and security of supply chains and production networks,and ensure the robustness and safety of agricultural production.
