摘要
党建引领的高校治理是国家治理现代化的重要环节,构建数智化赋能高校党建引领高等教育治理现代化的高校治理新形态是新时代高校高质量发展的必然要求,回应了高等教育可持续发展的需要。从数智化赋能高校党建引领高等教育治理现代化的面像素描,可以发现当前高等教育治理现代化存在思维两极困境、空间塑造困境、技术升级困境。高校可以汲取各地地方治理经验,通过提升“主体效能”,引导“共建共享”,谋求多元主体“共鸣”,增强“范式借鉴”,聚焦“系统整合”,进而构建数智化赋能背景下的高校党建引领高等教育治理现代化的实践进路。
Party building governance of higher education institutions(HEIs)is a fundamental component of national governance modernization.The establishment of a novel governance framework—where digital intelligence empowers Party leadership to drive the modernization of higher education governance—has become an indispensable requirement for achieving the high-quality development of HEIs in the new era,while also addressing the pressing demands for sustainable development in higher education.An analysis of the mechanisms through which digital intelligence enables Party-led governance modernization reveals persistent challenges,including polarized governance paradigms,spatial restructuring constraints,and barriers to technological implementation.Drawing on lessons from diverse local governance practices,HEIs can address these challenges by enhancing“subjective efficacy”,fostering“collaborative construction and sharing”,achieving“resonance among diverse stakeholders”,adopting“paradigm adaptation”,and emphasizing“systemic integration.”Collectively,these strategies form a practical pathway to advance the modernization of higher education governance under the leadership of Party-building initiatives,within the context of digital intelligence empowerment.
