摘要
文章梳理了国家层面出台的现行有效区域创新相关政策文件,从空间布局、协同创新、改革试点、载体建设4个方面构建区域政策体系,结合区域发展实践,总结创新高地不高、发展落差较大、央地合力不强、区域协同不实、规划布局重复等问题,提出统筹编制区域创新发展规划、加快区域创新共同体建设、健全央地联动机制、建立创新资源开放互动机制、完善区域创新利益共享机制、科学管理区域创新合作平台等建议。
The article summarizes the current effective regional innovation related policy documents issued at the national level,and constructs a regional policy system from four aspects:spatial layout,collaborative innovation,reform pilot,and carrier construction.Combining with regional development practice,it summarizes the problems of low innovation highland,large development gap,weak central-local cooperation,unrealistic regional coordination,and repeated planning layout.It puts forward suggestions such as coordinating the formulation of regional innovation development plans,accelerating the construction of regional innovation communities,improving the central-local linkage mechanism,establishing an open and interactive mechanism for innovation resources,improving the mechanism for sharing regional innovation benefits,and scientifically managing regional innovation cooperation platforms.
