摘要
为科学且有效地加强煤矿安全的监管监察工作,明确关键影响因素以降低事故发生概率,基于系统动力学视角并结合当前研究现状,深入剖析了“互联网+”煤矿安全监管监察的各类影响因素。通过问卷调查法,结合Vensim软件构建了“互联网+”安全执法平台、政府安全监察执法效能、企业安全管理水平、人员安全水平、第三方与社会公众系统的因果关系图和存量流量图,进而实现这些影响因素的具体化与量化。根据模型分析,“互联网+”执法平台的应用显著提升了监管监察效率,而信息反馈与推送机制是“互联网+”煤矿安全监管中的核心影响因素。该模型为煤矿实施具有针对性的监管监察措施、提升监管监察效率提供了科学依据。
To scientifically and effectively enhance the supervision and inspection of coal mine safety,identify key influencing factors,and reduce the probability of accidents,based on a system dynamics perspective and combining the current state of research,the various factors impacting Internet+ coal mine safety supervision and inspection were analyzed.Using a questionnaire survey method and the Vensim software,causal loop diagrams and flow diagrams were developed for the Internet+ safety law enforcement platform,government safety inspection effectiveness,enterprise safety management level,personnel safety level,and the third-party and public systems.This approach allowed for the quantification and specification of these influencing factors.According to the model analysis,the application of the Internet+ law enforcement platform significantly enhances the efficiency of supervision and inspection,while the information feedback and push mechanisms are core influencing factors in Internet+ coal mine safety supervision.The model provides a scientific basis for implementing targeted supervision and inspection measures,thereby improving the efficiency of supervision and inspection in coal mines.
