摘要
党的二十届三中全会提出,要加快形成同新质生产力更相适应的生产关系。当前,在新旧动能转换和产业结构升级的关键时期,如何培育和壮大耐心资本、支持以科创企业为代表的新质生产力发展,成为摆在金融业面前的重要时代命题和关键紧迫任务。本文系统梳理全球科创金融支持模式和我国耐心资本发展现状,从商业银行服务科创企业定位出发,在借鉴国内外大型商业银行实践经验的基础上,提出商业银行需向内培育全方位能力,提升产品创新能力、打造专业服务机构、提升精细风控能力、完善配套体制机制,纵向服务科创企业全生命周期需求,横向服务全维度科创生态,更好地推动“科技—产业—金融”良性循环,助力高水平科技自立自强和高质量现代化产业体系建设。
The Third Plenary Session of the 20th Central Committee of the CPC proposed to accelerate the for⁃mation of relations of production that are more compatible with the new quality productivity.At present,in the crit⁃ical period of transformation of old and new kinetic energy and upgrading of industrial structure,how to cultivate and grow patient capital and support the development of new quality productivity represented by science and tech⁃nology innovation enterprises has become an important proposition of the times and a key urgent task in front of the financial industry.This paper systematically reviews the global financial support mode for science and technol⁃ogy innovation and the current situation of the development of patient capital in China.Starting from the position⁃ing of commercial banks in serving science and technology innovation enterprises,and based on the practical expe⁃rience of large commercial banks at home and abroad,it proposes that commercial banks should cultivate allround capabilities inwardly,improve product innovation capability,build professional service organizations,en⁃hance fine risk control capability,and improve supporting institutions and mechanisms.In this way,it can serve the needs of science and technology innovation enterprises in the whole life cycle vertically and science and tech⁃nology innovation ecology horizontally,so as to better promote the virtuous cycle of"science and technology-in⁃dustry-finance"and contribute to the construction of high-level scientific and technological self-reliance and high-quality modernized industrial system.
