摘要
科技型中小企业因其自身发展的局限性,其融资难问题一直是国内外学者关注的焦点。制定促进科技型中小企业发展的融资支持政策至关重要。但是,目前学界在这方面的研究还需深入,尤其缺乏实证分析和国际比较。本文基于融资支持政策的相关理论,运用DEMATAL模型对我国科技型中小企业融资支持政策进行实证分析发现,影响科技型中小企业融资的主要因素是企业战略、人力资源以及政策法规。进而借鉴国外科技型中小企业融资支持政策的实践经验并进行国际比较,最后从提出加大政府相关政策及法律的扶持力度、完善科技型中小企业社会化服务体系、重视企业战略和人力资源等方面提出促进我国科技型中小企业发展的融资支持政策思路。
Because of the limitation of its own development, the problems such as financing difficulties of small and medium-sized high-tech enterprises have always been the focus of scholars all over the world. To formulate financing support policies is very important for promoting the development of small and medium-sized high-tech enterprises. However, the current academic research in this area still needs to be in-depth, which lacks empirical analysis and comparative analysis in particular. Based on the relative theories of financing support policies, this paper adopted the DEMATAL model to conduct an empirical analysis on the financing support policies of small and medium-sized high-tech enterprises in China, and drew a conclusion that the main factors affecting the financing of small and medium-sized enterprises are enterprise strategy, human resource, policy and law regulations. Then it made the international comparative analysis on abroad practice of financing support policies of small and medium-sized high-tech enterprises, and put forward the thinking of financing support policy such as strengthening the supporting force of relevant policies and laws of government, improving its socialization service system and emphasizing strategy of enterprise and human resources to promote the development of small and medium-sized high-tech enterprises in China.
