摘要
研究目的:梳理比较2024年国内外土地管理领域研究进展,展望未来研究趋势。研究方法:文献分析法。研究结果:2024年国内研究主要关注集体经营性建设用地入市制度优化、耕地保护补偿机制构建、宅基地制度改革、全民所有自然资源资产损害赔偿制度、耕地保护政策、二轮土地承包到期延包政策、存量低效用地再开发政策、宅基地盘活利用、城乡建设用地增减挂钩政策效应以及国土空间用途管制效能等问题。在国际上,主要聚焦于弱势群体土地权益保障、土地分配、住房政策、土地保有权及土地征收等方面。研究结论:2024年土地管理领域研究主要针对实践需求,在土地制度改革、土地政策完善及土地管理行为与效力等方面取得一定进展,土地管理理论探索有待深入。2025年将重点关注土地管理基础理论的深化研究、农村承包地延包过程中的法律问题探讨、耕地占补平衡制度的改革与完善、集体经营性建设用地入市改革与城乡融合发展、盘活存量土地和低效用地再开发支撑高质量发展的体制机制研究等议题。
The purposes of this study are to review and compare the research progress in land management domestically and internationally in 2024,and to predict the future research trends.The research method is literature review.The research results show that in 2024,the domestic research focused on optimizing the institution of rural construction land marketization,constructing a compensation mechanism for farmland protection,deepening rural residential land institution reform,establishing a damage compensation system for state-owned natural resource assets,farmland protection policies,the second-round land contract extension policy,low-efficiency land redevelopment policy,rural residential land redevelopment,the policy effects of linkage between urban land taking and rural land giving,and territorial space use control.Internationally,the research focused on land rights protection for vulnerable groups,land distribution,housing policies,land tenure and land expropriation.In conclusion,in 2024,the land management research primarily addressed practical needs,and achieved the progress in land institution reform,land policy improvement and land management effectiveness.However,the theoretical exploration in this field remains to be deepened.In 2025,the research will focus on the in-depth studies of basic land management theories,legal issues in rural contracted land extension,reform and improvement of the institution of balancing cultivated land occupation and reclamation,integration of rural construction land marketization with urban-rural development,and the mechanisms for redeveloping idle and inefficiently-use land to support the high-quality development.
