摘要
为切实践行“绿水青山就是金山银山”发展理念,厚植新质生产力的生态底色,探索生态产品价值实现路径,实现水利“资源”变“资产”,立足天津市母亲河——海河干流及其沿岸水库、湿地等生态资源、产业基础和特色优势等禀赋条件,围绕防洪安全、生态修复、景观提升、旅游休闲,提出海河干流水岸综合体开发思路、布局和开发方向。研究成果可为今后推动海河流域和区域水利高质量发展实践提供参考。
In order to thoroughly implement Xi Jinping thought on ecological civilization and earnestly practice the development philosophy of"Lucid waters and lush mountains are invaluable assets,"it is essential to strengthen the ecological foundation of new-quality productive forces,explore pathways for realizing the value of ecological products,and transform water conservancy"resources"into"assets."Based on the ecological resources,industrial foundations,and distinctive advantages of the Haihe River—the mother river of Tianjin—and its surrounding reservoirs and wetlands,this study proposes development concepts,layouts,and directions for a waterfront complex along the mainstream of the Haihe River.These proposals focus on flood control safety,ecological restoration,landscape enhancement,and tourism and leisure.The research findings can provide a reference for promoting high-quality water conservancy development practices in the Haihe River Basin and its surrounding regions in the future.
