摘要
基层治理是国家治理的微观基础,基层治理现代化是中国式现代化的重要内容。坚持党对基层治理的全面领导,推动基层党建与基层治理深度融合,这既是巩固党的执政基础的需要,也是实现基层治理现代化的制度优势。但是在党建引领基层治理现代化的过程中,依然不同程度存在党建引领的动力缺失、能力不足、合法性有效性冲突等问题,这在很大程度上削弱了基层治理的力度、效度和精度。鉴于此,党建引领的制度优势要转化为治理效能,重点在于找准党建引领与基层治理的结合点,重塑基层治理权威、聚合治理资源、强化治理服务。具体来说,在提升党建引领能力、激发多元主体参与内生动力、构建治理共同体、提高公共服务水平等方面有待进一步优化。
Grassroots governance is the micro foundation of national governance,and the modernization of grassroots governance is an important component of Chinese modernization.Adhering to the Party’s overall leadership of grass-roots governance and ensuring the Party’s leadership permeates the whole process and all aspects of grass-roots governance is both a need to consolidate the Party’s governance foundation and an institutional advantage for achieving modernization of grassroots governance.However,in the process of modernizing grassroots governance led by Party building,there are still problems to varying degrees,such as lack of motivation,insufficient capacity,and conflicts between legitimacy and effectiveness in the leadership of Party building.These issues have largely weakened the strength,effectiveness,and precision of grassroots governance.In view of this,the institutional advantages of Party building leadership should be transformed into governance efficiency,with a focus on identifying the integration point between Party building leadership and grassroots governance,reshaping the authority of grassroots governance,aggregating governance resources,and strengthening governance services.Specifically,further optimization and improvement are needed in such aspects as strengthening political leadership,stimulating the subjective initiative of Party members,building a community of governance,improving public services,etc.
