摘要
数字赋能已成为推进基层治理体系和治理能力现代化、提升基层治理效能的必由之路。数字技术的迭代发展与跨界融合推动基层治理沿着“理念—模式—机制”的路径展开变革,有效提升了基层治理效能。但是,数字赋能基层治理并不是一个简单的技术问题,而是一项系统性社会工程,日益复杂的基层治理环境、“条块分割”的基层治理理念、多元主体模糊的权责分配在一定程度上制约着数字赋能基层治理的效能提升。鉴于此,应深化数字赋能基层治理的制度安排、创新数字赋能基层治理的协同机制、增强基层治理主体的数字能力、完善基层数字治理的应用场景,依托数字赋能实现基层治理效能持续提升的最终目标。
Digital empowerment has become a necessary path to enhance the efficiency of grassroots governance and promote the modernization of grassroots governance systems and capabilities.The iterative development and cross-border integration of digital technology have promoted the transformation of grassroots governance along the path of concept-mode-mechanism,effectively enhancing the efficiency of grassroots governance.However,empowering grassroots governance with digital technology is not a simple technical issue,but a systematic social engineering.The increasingly complex grassroots governance environment,the concept of segmented grassroots governance,and the ambiguous distribution of rights and responsibilities among multiple subjects to some extent constrain the effectiveness of empowering grassroots governance with digital technology.In view of this,we should deepen the institutional arrangements for digital empowerment of grassroots governance,innovate the collaborative mechanism of digital empowerment of grassroots governance,enhance the digital capabilities of grassroots governance entities,and improve the application scenarios of grassroots digital governance.Only in this way can we rely on digital empowerment to achieve the ultimate goal of continuously improving the effectiveness of grassroots governance.
