摘要
推动经济社会全面绿色转型与贸易高质量发展是推动中国经济持续稳健发展的重要战略。本文以低碳城市试点政策为切入点,将其视为一项准自然实验,基于2005—2018年中国286个城市的面板数据,运用多期双重差分模型,系统考察地区绿色转型对出口贸易高质量发展的影响及其作用机制。研究发现,低碳城市建设显著提升了地区出口产品技术复杂度。机制分析表明,低碳城市试点政策主要通过创新驱动效应、产业结构优化效应和消费升级效应等促进出口产品技术复杂度提升,进而推动出口贸易高质量发展。异质性分析进一步揭示,低碳城市试点政策对不同要素密集度行业的出口产品技术复杂度均具有显著提升作用,且对沿海省份城市和非资源型城市的促进作用更为明显。政府应扩大低碳试点范围,制定差异化发展策略,深入推进绿色转型驱动外贸发展的战略理念,加快贸易强国建设步伐。
Promoting comprehensive green transformation of the economy and society and high-quality development of trade is a crucial strategy for sustaining the steady growth of China’s economy.This paper takes the low-carbon city pilot policy as an entry point,treating it as a quasi-natural experiment.Based on panel data from 286 Chinese cities between 2005 and 2018,the study employs a multi-period difference-in-differences model to systematically examine the impact of regional green transformation on the high-quality development of export trade and its underlying mechanisms.The findings reveal that the construction of low-carbon cities significantly enhances the technological complexity of regional export products.Mechanism analysis indicates that the low-carbon city pilot policy primarily promotes the technological complexity of export products through innovation-driven effects,industrial structure optimization effects,and consumption upgrading effects,thereby driving the high-quality development of export trade.Heterogeneity analysis further demonstrates that the low-carbon city pilot policy significantly improves the technological complexity of export products across industries with different factor intensities,with a more pronounced effect on coastal provinces and non-resource-based cities.The government should expand the scope of low-carbon pilots,formulate differentiated development strategies,and further advance the strategic concept of green transformation-driven foreign trade development to accelerate the construction of a trade powerhouse.
