摘要
产教融合型企业培育是一项牵涉面很广、多维立体的系统性工程,离不开政府的积极引导。如何完善政府引导,成为当下推进产教融合型企业培育的重要任务。产教融合型企业培育中政府引导职责涵盖统筹协调、动机激励、监督评价、多元治理与政策法规等多个方面。以江浙两省为例,通过问卷及访谈调查发现,当前政府在产教融合型企业培育中引导职责履行不足,因此有必要从推动统筹协调引导、强化动机激励引导、优化监督评价引导、改革多元治理引导、完善政策法规引导等方面入手,鼓励政府高质量履行引导职责,从而加快产教融合型企业培育进程。
The cultivation of industry-education integration enterprises is a comprehensive and multidimensional systematic project that cannot be separated from active government guidance.How to improve government guidance has become an important task in promoting the cultivation of such enterprises.The government’s guiding responsibilities in cultivating industry-education integration enterprises cover multiple aspects,including overall coordination,motivational incentives,supervision and evaluation,multi-stakeholder governance,and policy regulations.Taking Jiangsu and Zhejiang provinces as examples,through questionnaire and interview surveys,the study found that the government’s current guidance in cultivating industry-education integration enterprises is insufficient.It is necessary to start by promoting coordinated guidance,strengthening motivational incentive guidance,optimizing supervision and evaluation guidance,reforming multi-stakeholder governance guidance,and improving policy and regulatory guidance.This approach encourages the government to fulfill its guiding responsibilities with high quality,thereby accelerating the cultivation process of industry-education integration enterprises.
