摘要
高校分类评价是高校发展定位和高等教育分类管理的基础性问题,也是21世纪中国高等教育改革的核心任务之一。本文以高校分类评价框架为研究对象,聚焦公办普通本科高校分类框架、指标框架及操作框架展开研究,综合了政策启动时间、操作执行力度、分类创新程度以及区域试点经历等考量因素,对北京、上海和浙江三地高校的分类框架行为溯源、指标框架特色凝练、操作框架实践特点、评价框架待优化点进行了比较分析,以此探究中国公办普通本科高校分类评价框架的优化路径与策略。
University classification evaluation is a fundamental issue in the development positioning of university and the classification administration of higher education.It is also one of the core tasks of China’s higher education reform in the 21st century.First of all,targeting the framework of university classification evaluation as research object,focuses on the classification framework,indicator framework,and operation framework of public regular undergraduate universities.And then,taking initiation time of policy,execution intensity of operation,innovation degree of classification,and region experience of pilot for comprehensively consideration.Finally,selecting Beijing,Shanghai and Zhejiang as practical cases,comparatively analyzes the behavior traceability of university classification framework in these three regions,the feature condensation of indicator framework,the practical characteristics of operation framework and areas to be optimized of evaluation framework,in order to explore the optimization paths and strategies for the classification evaluation framework of public regular undergraduate universities in China.
