摘要
随着知识经济时代的到来,知识、技术、创新和人力资本等要素被赋予重要的战略意义。高等教育治理模式和知识生产方式已超越国界,跨境高等教育项目在全球范围内流动,教育全球化与国际化也成为焦点议题。马来西亚高等教育枢纽的核心支持要素主要包括宏观和微观两个层面。宏观因素主要涉及教育枢纽面向国际化、市场化和私有化的政策环境;微观因素则聚焦于能力建设发展,包括教育质量、可负担性和基础设施等方面。此外,社会和文化支持是教育枢纽的重要组成部分,不仅能确保教育枢纽的可持续发展,还能在全球范围内发挥创造性和建设性的领导作用。在过去二十年间,马来西亚在教育枢纽建设中始终贯彻政策指导和策略支持,积极推进高等教育枢纽的发展。
With the advent of the knowledge economy era,factors such as knowledge,technology,innovation,and human capital have been imbued with strategic significance.Higher education governance models and knowledge production methods have transcended national boundaries,with cross-border higher education projects flowing globally,and educational globalization and internationalization becoming focal issues.The core supporting elements of Malaysia's higher education hub primarily include macro and micro levels.Macro factors mainly involve the policy environment oriented towards internationalization,marketization,and privatization of the education hub;micro factors focus on capacity building development,including aspects of educational quality,affordability,and infrastructure.Additionally,social and cultural support is a crucial component of the education hub,which can not only ensure its sustainable development but also play a creative and constructive leadership role globally.Over the past two decades,Malaysia has consistently implemented policy guidance and strategic support,actively promoting the development of its higher education hub.China is currently in a critical period of higher education reform,and Malaysia's development experience offers valuable reference for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Education Pioneer Demonstration Zone.
