摘要
打造高等教育枢纽是知识经济后发国家或地区提升高等教育国际化水平和知识经济综合竞争力的战略选择,对于我国深化新时代教育高水平对外开放、建设具有全球影响力的重要教育中心具有借鉴意义。高等教育枢纽建设具有创新整体性、空间集聚性、行政规划性三大特征。代表性国家和地区的高等教育枢纽建设注重科学设定建设目标,谋求差异化特色发展,践行整体性治理理念,汇聚跨部门协同合力,健全评估监测与质量保障机制,以此实现内涵式发展。面向未来,我们需要处理好扎根中国大地与借鉴国际经验的关系,推动我国高等教育枢纽建设从零和博弈向互惠合作跨越,从硬实力增强向软实力提升延伸,从单点推进向网络布局拓展,从集聚要素向畅通链条跃升,从核心理念、功能定位、结构形态、实践逻辑四方面完成对高等教育枢纽建设既有经验的超越。
Building a higher education hub is a strategic choice for the countries or regions catching up in the knowledge economy to improve the internationalization of their higher education and boost their comprehensive competitiveness in the knowledge economy.This offers an instructive reference for China in deepening the high-level opening up of education in the new era and building an important education center with global influence.The building of higher education hubs features innovative integration,spatial agglomeration,and administrative planning.Representative higher education hubs in countries and regions highlight scientifically setting construction goals,seeking differentiated and distinctive development,practicing the concept of holistic governance,gathering cross-sector collaboration,improving the mechanisms for assessment,monitoring and quality assurance,and thus achieving connotative development.In the future,we need to strike a proper balance between taking root in China and drawing on international experience,and promote the leap forward in the building of China's higher education hub from zero-sum competitions to mutually beneficial cooperation,from enhanced hard power to improved soft power,from single-point advancement to network layout,and from aggregated elements to smooth chains,thus enriching the existing experience in the building of higher education hubs in terms of core concepts,functional positioning,structural forms,and practice-based logic.
