摘要
在经济全球化的大背景下,科技人才需求持续增长,STEM教育成为各国培育科技人才的关键路径。“特朗普1.0”时期,美国虽削减联邦政府教育科研经费,但STEM教育经费并未减少。这一时期,美国加大对STEM教育的财政投入,构建教育生态系统,加强培养学生STEM素养,致力于培育科技创新人才以推动经济发展。通过明确经费投入目标、建立监督机制、发展战略伙伴关系、引导跨学科学习、培养计算素养等措施,美国推进STEM教育改革,并在财政资助、生态体系建设和提升计算素养等方面开展实践,取得一定成效。其改革对我国具有一定借鉴,我国可进一步完善政策监督机制以保障STEM教育经费落实,丰富参与主体,构建STEM教育生态系统,同时加强对学生STEM素养的培养。
Against the background of economic globalization,the demand for scientific and technological talents continues to grow,positioning STEM education as a key pathway for scientific and technological talent cultivation across countries.During the“Trump 1.0”era,despite cuts to federal education and research funding,the budget for STEM education did not decrease.During this period,the U.S.government increased financial investment in STEM education,built an educational ecosystem,enhanced students’STEM literacy,and focused on cultivating innovative scientific and technological talents to promote economic development.The U.S.advanced STEM education reform through clarifying funding goals,establishing monitoring mechanisms,developing strategic partnerships,promoting interdisciplinary learning,and enhancing computational literacy,resulting in notable progress in financial support,ecosystem development,and computational literacy improvement.These reforms provide valuable insights for China’s STEM education development.Recommendations include improving a policy supervision mechanism to ensure the effective implementation of STEM education funding,diversifying stakeholders to build a STEM education ecosystem,and strengthening the cultivation of students’STEM literacy.
