摘要
优师专项计划是国家为加强中西部欠发达地区教师定向培养、精准培育乡村教师队伍的重要举措。通过对28所首批优师专项计划高校的招生文本进行编码分析,发现优师专项计划以考试分数选拔人才、以师德育人为培养原则、以多方利益主体权责保障就业环节、以政策支持确保优师生的职后发展。为深入了解其开展现状,进一步选取6所培养高校的16名不同专业优师生深入访谈,发现优师专项计划初步执行阶段面临着精准选拔的招生困境、服务面向的培养困境、利益主体的协调困境、政策约束的服务困境。因此,提出加强高中生涯教育、强化过程管理、明晰利益主体权责、探索动态调整机制等优化建议,从而为优师专项计划后期执行提供参考。
The“Excellent Teachers Special Program”is an important measure in China to strengthen oriented cultivation of teachers and precise cultivation of rural teachers for the central and western underdeveloped regions.Through the coding analysis of the enrollment texts from 28 first colleges and universities implementing the“Excellent Teachers Special Program”,this study found that the program selected talents with examination scores,cultivated talents with teachers moral education,guaranteed the employment link with the rights and responsibilities of multiple stakeholders,and ensured the post-service development of excellent student teachers with policy support.In order to deeply understand the actual development situation,this study conducted in-depth interviews with 16 excellent students of different majors from 6 colleges and universities,and found that the initial implementation stage of the program was faced with the recruitment dilemma of precise selection,the cultivation dilemma of service orientation,the coordination dilemma of different stakeholders,and the service dilemma of policy constraints.Therefore,this study puts forward optimization suggestions,such as to strengthen high school career education,to highlight process management,to clarify the rights and responsibilities of stakeholders,and to explore the dynamic adjustment mechanism,so as to provide reference to the forthcoming implementation of the“Excellent Teachers Special Program”.
