摘要
在高质量发展阶段,检验检测行业发展迅速,社会关注度持续提升,对检验检测行业监管工作的要求也在不断提升。本文对检验检测监管制度进行了梳理研究,根据检验检测监管职能,结合监管工作开展情况,运用标准化的理论方法,梳理监管事项清单,建立基于指导、管理、使用3个层级的检验检测监管标准体系,涵盖检验检测监管工作全过程,覆盖省市县三级监管部门职能,有助于厘清检验检测监管工作边界,为后续检验检测监管信息化智慧化奠定基础,助力构建检验检测监管新格局。
In the stage of high-quality development,the inspection and testing industry has experienced rapid growth and gained increasing attention from society.Consequently,there is a growing demand for the regulation of the industry.This article aims to systematically study the supervision mechanism of inspection and testing by considering the functions of regulation and the actual implementation of regulatory work.By utilizing standardized theoretical methods,it sorts out a comprehensive list of regulatory matters and establishes a three-level inspection and testing regulatory standards system based on guidance,management,and utilization.This system covers the entire process of inspection and testing regulation,including the roles of regulatory departments at the provincial,municipal,and county levels.It not only clarifies the scope of regulatory work in inspection and testing,but also lays the groundwork for informatization and intelligence of future inspection and testing regulatory work,ultimately contributing to the development of a new framework for inspection and testing regulation.
