摘要
粮食储备是国家粮食安全的重要保障,规范的档案管理是提升粮食储备管理水平的关键环节。现代化管理要求下,粮食储备档案管理面临着信息化转型和精细化管理的新挑战。为了解决粮食储备档案管理不够规范、信息更新滞后等问题,本文对储备粮档案管理流程进行系统研究,分析了储备粮入库验收记录不完整、储存期间监测数据更新不及时、轮换处置档案体系不完善、应急调用机制不健全等问题,提出了规范入库管理、优化储存监测、健全轮换体系和完善应急机制等优化路径,旨在构建涵盖粮食储备全过程的档案管理体系。本研究促进了粮食储备档案管理的标准化、信息化、科学化发展,为提升国家粮食储备管理水平提供理论参考和实践指导。
Grain reserve is an important guarantee for national food security,and standardized file management is the key link to improve the level of grain reserve management.Under the requirement of modern management,the file management of grain reserve is facing the new challenge of information transformation and fine management.In order to solve the problems of grain reserve archive management and delayed information update,this paper systematically studies the process of grain reserve archive management,analyzes the problems of incomplete records of grain storage acceptance,late update of monitoring data during storage,imperfect rotation and disposal file system,and imperfect emergency call mechanism.The paper puts forward optimization paths such as standardizing storage management,optimizing storage monitoring,perfecting rotation system,and improving emergency response mechanism,so as to build a file management system covering the whole process of grain storage.The research promoted the standardization,informatization and scientific development of grain reserve archives management,and provided theoretical reference and practical guidance for improving the level of national grain reserve management.
