摘要
中华人民共和国成立以来,在中国共产党的领导下,社会主义现代化建设实践走出了一条超越西方经典现代化道路的中国式现代化道路。追溯历史,在中国式现代化进程的不同时期、不同层面、不同领域,都能够发现国家规划发挥的关键作用。经过十三个五年规划期的发展演化,当代中国通过五年规划驱动社会主义现代化建设的模式已经愈发成熟和制度化,成为独具中国特色的现代化建设模式。中国共产党的坚强领导、人民至上的价值追求、循序渐进的总体原则和不断完善的行动策略,是国家规划驱动中国式现代化道路不断取得成功的重要支撑。
For more than 70 years since the founding of the People’s Republic of China,under the leadershipof the Communist Party of China(CPC),the practice of socialist modernization has led to the emergence ofthe Chinese Path to Modernization that transcends the classical modernization path of the West.Tracing back tohistory,the key role played by national planning can be observed in different periods,levels and fields of the Chinese path to modernization.After the development and evolution of the thirteen five-year planning periods,themodel of socialist modernization driven by five-year planning in contemporary China has become more and moremature and institutionalized,setting up a modernization model with unique Chinese characteristics.Whenthe People’s Republic of China was founded,the intrinsic need of latecomer countries to establish a modernizationmode of catching up the advanced countries,the active choice of super-large countries to gather local development synergiesand theconcrete embodiment of stage-by-stage implementation of the strategic willpower of the country all together determinedthat a latecomer country like China,with an extremely weak foundation for modernization,would inevitably movetowards a path of planning for modernization.The strong leadership of the Communist Party of China(CPC),the pursuit of the value of people’s supremacy,the general principle of gradual progressand the ever-improvingstrategy of action are all important support for continued success of the Chinese path to modernization.
