摘要
差异协同理论对高质量共建“一带一路”具有重要意义。“一带一路”建设已完成立柱架梁、夯基垒台的任务,进入新的历史发展阶段,面临新的发展机遇。在全球治理以及“双循环”新发展格局的指导下,面对已取得的建设成就及复杂的环境因素挑战,高质量共建“一带一路”顺势提出。高质量共建“一带一路”是一项具有复杂系统特性的差异协同体,差异是其发展动力、协同是其发展的重要力量源泉。只有在保证各子系统方向协同、主体协同、机制协同、效果协同的基础上,高质量共建“一带一路”的既定目标才能达致。
Difference synergy theory has an important significance upon high quality co-construction by“one belt and one road”.The construction of“one belt and one road”has set into a new stage of historical development and faced the new development opportunities.Under the direction of the global governance and the new development patterns of dual cycle,high quality co-construction by“one belt and one road”has been come up with naturally based on the achievement and complex challenge by the circumstances,and is a synergy of difference of complicated system characteristics.Difference is the motive of its advancement and synergy is the main source of development.Only by ensuring the direction synergy,subjects synergy,mechanism synergy and effectiveness synergy among all the subsystems can we promote the development of the“one belt and one road”in the direction of high quality.
