摘要
“情指行”一体化是基层警务的新型机制模式,面临着“理论支撑困难”以及“元概念”“元理论”等方面的难题。从“情指行”基本关系的宏观视角入手,结合一体化总体概念来探讨这些核心理论问题,可以形成关于“双元问题”的初步认知和界定,即情报是始源性元概念,指挥是基序性元概念,行动是衍基性元概念。在此基础上,可以进一步明确“双元问题”范畴,并形成有关理论支撑方向以及各环节的“元概念”“元理论”和“‘情指行’一体化五大路径”等新认知。
The integration of intelligence,command and action is a new mechanism model for grassroots policing,which is confronted with difficulties such as"lack of theoretical support"and problems related to"meta-concepts"and"meta-theories".Starting from the macro perspective of the basic relationship of"intelligence-command-action",and combining with the overall concept of integration,this paper explores these core theoretical issues,and can form a preliminary understanding and definition of the"dual issues",that is,intelligence is the original meta-concept,command is the fundamental meta-concept,and all actions are derivative meta-concepts.On this basis,the scope of the"dual issues"can be further clarified,and new understandings can be formed regarding the theoretical support direction,the"meta-concepts"and"meta-theories"of each link,and the"five major paths of intelligence-command-action integration".
