摘要
村社集体发挥经营功能对推进乡村振兴战略具有重要价值。由于治理能力弱化,村社集体的经营功能失去组织基础,容易陷入“制度悬浮”困境。鄂中S村通过社会动员、民主协商和农民组织化等治理手段推行土地“按户连片”,在回应农户诉求的同时,激活统分结合的双层经营体制,实现了村社集体发展。村社集体发展的关键是构建有效的治理机制从而激活集体经营属性:一是通过统合农户需求,强化农户之间、农户与村社集体的利益关联;二是在治理结构生成过程中明晰不同主体角色,构建集体经营的有效规则;三是通过整合村庄内外部治理资源,提升集体经营能力。
Giving full play to the management function of village collectives is of great value for promoting the strategy of rural revitalization. Due to weakened governance capacity, village collectives are prone to the predicament of “institutional suspension”, as they have lost organizational foundation for their management function. Through social mobilization, democratic consultation and farmer organization, Village S in central Hubei Province has implemented “contracted land circulation”, which responds to the demands of farmers, activates the two-tier management system of unified division, and achieves the development of village collectives. The key to developing village collectives is to build an effective governance mechanism to activate the management attributes of the collective: firstly, strengthening the interest relationship among farmers and that between farmers and village collectives through integrating farmers' different expectations of governance;secondly, clarifying the roles of different subjects in the generative process of governance structure so as to build effective rules for collective management;and thirdly, enhancing the management strength of village collectives through integrating governance resources both inside and outside villages.
