摘要
从城市层面编制面向治理的完整社区建设专项规划,对接落实相关政策与上位规划的战略要求,联动协调多元参与主体形成工作合力,统筹指导完整社区高质量建设,既是优化国土空间相关专项规划编管体系的重要举措,也是完善社区规划体系亟待探究的议题。通过梳理相关概念及空间关系并进行规划转型解析,明确城市完整社区建设专项规划的对象、定位及作用;提出面向治理的城市完整社区建设专项规划的价值理念以及模式构建思路、重点和关键;结合大冶市的规划实践,从“共同缔造”的编制组织、“普适可行”的技术成果、“赋能治理”的实施应用等方面对规划模式内涵进行阐释,以为健全“多规合一”的国土空间规划体系、社区规划理论方法以及开展相关规划实践工作等提供参考。
Cities should develop integrated community construction special planning for better governance.The plan consolidates relevant policies and upper-level planning requirements,coordinates multiple stakeholders in collaboration,and guides high-quality implementation of integrated community.These are important approaches of territorial spatial special planning optimization,and critical issues to be explored in community planning system integration.Relevant definitions,spatial relationship,and planning transition are discussed;the objects,orientation,and role of integrated community construction special planning are clarified;the values,model construction,and key points of integrated community construction special planning for better governance are proposed.Along with the planning practice of Daye City,the planning model and connotation are explained from the aspects of collaborative compilation,pragmatic product,and governance-empowered implementation.It hopes to provide a reference for the integration of territorial spatial planning system and community planning theories and practice.
