摘要
边境地区民族事务治理体系的形成和建立对于国家和谐、民族安居有较为重要的作用。文章主要针对云南省的边境民族事务治理工作进行具体分析,在指出边境民族事务治理及治理能力等概念的基础上,探究了云南边境地区民族事务治理体系的现状及构成,剖析民族事务治理体系与治理能力现代化的关系,运用层次分析法构建云南边境地区民族事务治理能力现代化指标体系,旨在更为科学对该省边境民族事务治理情况有所了解,进而制定更加具有针对性的措施,以保证该地区和谐发展。
The formation and establishment of the border ethnic affairs governance system plays a pivotal role in maintaining national harmony and national security. This paper primarily concerns itself with the governance of border ethnic affairs in Yunnan Province, with a view to undertaking a specific analysis. It seeks to elucidate the concepts of border, ethnic affairs governance and governance capacity, as well as other related matters, based on an analysis of the current situation of the governance system of border ethnic affairs in Yunnan. In addition, it considers the composition of the analysis of the relationship between the aforementioned concepts. The governance system of ethnic affairs and the modernisation of governance capacity are two key factors in the modernisation of the governance of ethnic affairs in the border of Yunnan. Hierarchical analysis is employed to build an indicator system for the modernisation of the governance of ethnic affairs in the border of Yunnan, with the aim of providing a more scientific understanding of the province's border ethnic affairs governance. This, in turn, facilitates the formulation of more targeted measures to ensure the harmonious development of the border.
