摘要
论文通过对相关文献和政策文件梳理,系统总结了生态环境治理体系和治理能力现代化的概念内涵和实践研究,并构建了评价指标体系,以期对我国各省份生态环境治理体系和治理能力现代化发展状况进行科学评价。生态环境治理体系包括地方法治实践、生态环境体制机制、环境制度建设、体系有效性4个二级指标。生态环境治理能力包括执行能力、决策能力、参与能力3个二级指标。7个二级指标下共设置三级指标17个,四级指标33个。通过对指标的量化,可以客观评价生态环境治理体系和治理能力发展状况。并以北京市2016—2021年的数据为案例,对北京市6年来的发展状况进行评价,从评价结果可以看出,北京市生态环境治理体系和治理能力现代化水平不断提高,相关制度不断完善,生态环境质量得到快速提升,然而地方立法和公众参与仍是发展短板。
By systematically reviewing relevant literature and policy documents,this thesis provides a comprehensive summary of the conceptual connotations and practical research of the modernization of the ecological and environmental governance system and governance capacity.Furthermore,it constructs an evaluation indicator system,with the objective of conducting a scientific assessment of the development status of the modernization of the ecological and environmental governance system and governance capacity in various provinces of China.The eco-environment governance system includes four secondary indicators:Local rule of law practice,eco-environment system and mechanism,environmental institution construction,and system effectiveness.The ecoenvironment governance capacity includes three secondary indicators:implementation capacity,decision-making capacity,and participation capacity.A total of 17 third-level indicators and 33 fourth-level indicators are set under the 7 second-level indicators.Through the quantification of indicators,the development status of the eco-environment governance system and governance capabilities can be objectively evaluated.Taking the data from Beijing during the period of 2016-2021 as a case study,this research evaluates the development status of Beijing over the past six years.The evaluation results indicate that the modernization level of Beijing’s ecological and environmental governance system and governance capacity has been continuously improving,with relevant institutions being refined and the ecological environment quality rapidly enhanced.However,local legislation and public participation remain the weak links in its development.
