摘要
为科学评价高校基建工程造价管理绩效,找到高校基建项目造价管理的薄弱环节,本文从项目管理和项目治理双视角出发,构建绩效评价指标体系,运用层次分析法确定指标权重,并以F高校图书办公综合楼项目为案例,通过模糊综合评价法对其造价管理绩效进行量化评估,得出项目在限额设计、设计深度、工程量清单编制、风险分担等关键环节应加强管理,并提出相关改进建议。研究结果希望能为高校基建工程造价管理提升提供参考。
To scientifically evaluate the performance of cost management in university infrastructure projects and identify the weak links in the cost management of university infrastructure projects,this paper constructs a performance evaluation index system from the dual perspectives of project management and project governance.The Analytic Hierarchy Process(AHP)is used to determine the index weights.Taking the F university library and office complex building project as a case,the performance of its cost management is quantitatively evaluated through the fuzzy comprehensive evaluation method.It is pointed out that management should be strengthened in key aspects such as limited design,design depth,preparation of the bill of quantities,and risk sharing.Suggestions for improvement are proposed,hoping to provide a reference for cost management in university infrastructure projects.
