摘要
根据"3E"理论构建出政府投资高速公路项目绩效评价指标体系,指标体系涵盖从高速公路项目决策、设计、施工到项目运营的全过程,并采用层次分析法确定各指标的权重。在此基础上构建出绩效评价模型,并将模型具体应用于实例,验证了模型的实用性和可操作性。
Combining with ＂3E＂evaluation theory,this article constructs a performance evaluation system of government investing freeway projects.The performance evaluation system is proposed by using the analytic hierarchy process（AHP） to determine the weights of the evaluating indicators and contains the total process of decision-making,design and construction freeway project.On this basis,we set up the model of government investing freeway projects.An example was provided to demonstrate the application process and to verify the effectiveness and reasonableness of this model.
