摘要
城市更新是实现我国城市高质量发展的重要战略举措。作为市场主体,社会资本参与城市更新对促进城市空间优化利用,加快城市基础设施建设,完善城市功能及改善人居环境等意义重大。本文梳理我国社会资本参与城市更新的政策体系,分析社会资本参与城市更新的模式选择及主要实施模式存在的问题,并针对性地提出实施模式优化措施和政策建议,以期为社会资本的投资管理及国家政策制定提供参考。
Urban renewal is an important strategic measure to achieve high-quality urban development in China.As a market entity,the participation of social capital in urban renewal is of great significance in promoting the optimization and utilization of urban space,accelerating the construction of urban infrastructure,improving urban functions,and enhancing the living environment.This article summarizes the policy system of social capital participation in urban renewal in China,analyzes the mode selection of social capital participation in urban renewal and the problems existing in the main implementation modes,and proposes targeted optimization measures and policy suggestions for the implementation mode,in order to provide reference for the investment management of social capital and the formulation of national policies.
