摘要
在大规模、快速人口老龄化背景下,全面发展社区支持的居家养老,是实施积极应对人口老龄化国家战略,加强普惠性、基础性、兜底性民生建设的必答题。当前,我国社区支持的居家养老还存在空间环境支撑不足、治理协同乏力、公共性欠缺、普惠性不足等突出矛盾,深化社区支持的居家养老改革,需通过更新与改造,重塑居家养老的空间环境形态;通过贯通与融合,完善社区的养老服务治理功能;通过赋权与激活,提升居家养老的内生活力;通过共享与错位,推动普惠性养老服务的方便可及。
Against the backdrop of large-scale and fast population ageing,the comprehensive development of community-supported ageing at home is a must-answer question for the implementation of the national strategy for actively coping with population ageing and the strengthening of inclusive,basic and bottom-up livelihood construction.At present,China's community-supported home care still exists in the lack of spatial environment support,governance synergy,lack of publicity,lack of universal benefits and other prominent contradictions,deepening the reform of community-supported home care,it is necessary to remodel the spatial environment of the form of home care through updating and renovation,improve the function of the community's elderly service governance through the coherence and integration,and improve the internal vitality of the home care through empowerment and activation;Through sharing and dislocation,it will promote the accessibility of universal elderly care services.
