摘要
随着生成式人工智能(GenerativeAI)的迅速发展,其在国家治理中的应用正日益深化,推动了治理方式的重大变革。本文基于生成式AI的发展历程,深入探讨了其在国家治理中的重要应用场景,总结了当前的关键趋势,包括决策智能化、服务响应精准化、治理结构扁平化、人机协同化及监督透明化。然而,生成式AI的广泛应用也带来了数据隐私与安全、算法透明度不足、伦理道德风险、数字主权等核心挑战。针对这些问题,本文提出了包括双轨治理模式、加强算法透明与问责、平衡数据共享与隐私保护等应对策略,力求在保障国家安全与社会信任的前提下,推动生成式AI的可持续发展。本文的研究对生成式AI在国家治理中的负责任应用提供了理论支持和实践指导。
With the rapid development of Generative AI,its application in national governance is increasingly deepening,driving significant changes in governance methods.This article is based on the development history of generative Al,and deeply explores its important application scenarios in national governance.It summarizes the current key trends,including intelligent decision-making,precise service response,flattened governance structure,human-machine collaboration,and transparent supervision.However,the widespread application of generative AI also brings core challenges such as data privacy and security,insufficient algorithm transparency,ethical and moral risks,and digital sovereignty.In response to these issues,this article proposes countermeasures including a dual track governance model,strengthening algorithm transparency and accountability,balancing data sharing and privacy protection,and striving to promote the sustainable development of generative AI while ensuring national security and social trust.This study provides theoretical support and practical guidance for the responsible application of generative AI in national governance.
