摘要
新型农村集体经济发展既是农民农村共同富裕的重要抓手,也是实现乡风文明、生态改善、治理有效的基本前提。本文基于S省L县的典型案例,依照“平台—机制—治理效能”分析框架,研究新型农村集体经济转化为乡村治理效能的机制。集体经济组织除经济发展属性外,还兼具治理、服务、富农等重要功能。L县集体经济组织通过创办扶贫社,带动德美屋、院坝说事会、两山银行、“三队两会一屋一规”等平台,提升能力供给机制稳步推进乡村治理能力;建构制度治理机制培育文明乡风;培育组织协同机制提升农民自治活力;制定共生协调机制建设宜居和美乡村;发展联农带农机制促进农民生活幸福。L县发展模式为地方发展提供经验:各地可积极探索多样化的集体经济实现形式,充分挖掘集体经济推进乡村治理的发展机制,带动农民参与并构建利益共同体,推进乡村朝着经济富裕、集体联结、治理有序的方向迈进。
The development of the new rural collective economy is not only an important starting point for the common prosperity of farmers and rural areas,but also the basic prerequisite for realizing the civilization of rural customs,ecological improvement and effective governance.Based on the typical case of L county in S province,according to the analytical framework of“platform-mechanism-governance efficiency”,this paper studies the mechanism of transforming the new rural collective economy into rural governance efficiency.In addition to the attributes of economic development,collective economic organizations also have important functions such as governance,service,and rich peasants.Through the establishment of poverty alleviation cooperatives,the collective economic organization of L county has driven platforms such as Demei House,Yuanba Discussion Association,Liangshan Bank,“Three Teams-Two Sessions-One House-One Regulation”,etc.,to improve the capacity supply mechanism and steadily promote the ability of rural governance;construct institutional governance mechanisms to cultivate civilized rural customs;cultivating organizational coordination mechanisms to enhance the vitality of farmers’autonomy;formulate a symbiotic coordination mechanism to build livable and beautiful villages;develop a mechanism for uniting and leading farmers to promote the well-being of their livelihoods.The development model of L county provides experience for local development:all localities could actively explore diversified forms of collective economic realization,fully explore the development mechanism of collective economy to promote rural governance,drive farmers to participate in and build a community of interests,and promote rural areas to move towards economic prosperity,collective connection,and orderly governance.
