摘要
党政联合发文是党领导革命、建设、改革的独特制度形态。实践中,党政联合发文的有效性和高效性等特点,使其成为推进中国式现代化建设的常态化制度工具。但在党政联合发文的规范性质、效力限界、备案审查等核心问题上并未形成共识,致使其制度功能难以充分发挥。准确理解这一制度现象,有必要从其生成逻辑、实在形式、治理实践等三重维度出发探索党政联合发文的制度本质。
Joint issurance of documents by the Party and the government is a unique institutional form through which the Party leads the revolution,construction,and reform.In practice,the effectiveness and efficiency of joint issurance of documents by the Party and the government have made it a routine institutional tool for advancing Chinese modernization.However,there is no consensus on core issues of norm nature,authority boundaries,and filing review regarding joint issurance of documents by the Party and the government,which hinders the full realization of its institutional functions.To accurately understand this institutional tool,it is essential to explore the nature of joint issurance of documents by the Party and the government from the three dimensions of generation logic,practical form,and governance application.
