摘要
我国有许多世界级化石宝库,具有申报化石类世界遗产的巨大潜力。化石类自然遗产是具有地层完整性和重大生命演化意义的化石群产出地,包括古生物化石遗产和古人类化石遗产2大类。化石类自然遗产的遗产本体具有地矿资源属性,遗产要素具有复杂性,遗产科学价值具有全球可对比性。建设申报世界地质公园、国家地质公园、国家级重点保护古生物化石集中产地,建立化石博物馆、化石群原位博物馆,投资兴建以化石类自然遗产为核心的综合性文旅项目是目前我国化石类自然遗产保护利用的主要形式。世界遗产申报视域下的化石类自然遗产保护利用是在遗产保护、监测和管理的国际性指南和强制性标准指导下,进行基于突出性普遍价值(outstanding universal value,OUV)的要素保护和基于社区可持续发展的整体保护,并通过数字化表达满足日益增长的科学教育需求和广泛传播需求,并提升我国化石类自然遗产保护利用的长效性和可持续性。
China has a large number of world-class fossil sites,holding great potential for the application of fossil natural world heritage.Fossil natural heritage refers to sites where fossil groups with complete geological layers and significant evolutionary significance were produced,including paleontological fossil heritage and paleoanthropological fossil heritage.Fossil natural heritage has mineral resource attributes,with complex heritage elements and scientific value that can be compared globally.The primary methods of protecting and utilizing fossil natural heritage in China include the establishment of world geological parks,national geological parks,national key protection areas for fossilized ancient life forms,fossil museums,in-situ fossil group museums,and the development of comprehensive tourism projects focused on fossil natural heritage.The protection and utilization of fossil natural heritage under the framework of world heritage nomination follow international guidelines and mandatory standards for heritage protection,monitoring,and management.This emphasizes the protection of heritage elements based on their outstanding universal value and advocates for holistic protection through sustainable community development.By using digital expression to meet the growing demands for scientific education and broad dissemination,it can enhance the long-term and sustainable development of fossil natural heritage protection and utilization in China.
