摘要
全国统一的国土空间规划体系总体形成,湿地保护专项规划作为国土空间规划体系的重要专项规划之一,正面临新一轮编制工作。为了科学制定湿地保护规划,合理开展湿地保护工作,本研究进一步梳理了湿地保护专项规划的主要内容,提出了湿地资源现状、保护管理和利用、问题分析、目标指标、总体格局、保护任务及项目安排、合理利用等编制要点。在此基础上,编制了日照市湿地保护专项规划,以期为其他城市湿地保护专项规划的编制提供借鉴和参考。
A unified national land spatial planning system has been established,and the wetland protection special plan,as one of its crucial components,is now undergoing a new round of compilation.To scientifically formulate wetland protection plans and rationally carry out wetland conservation efforts,this study further clarifies the main contents of the wetland protection special plan and proposes key compilation points,including wetland resource status,protection management and utilization,problem analysis,target indicators,overall pattern,protection tasks and project arrangements,as well as rational utilization.Based on this,an attempt was made to develop a special plan for wetland protection in Rizhao city,aiming to provide reference and guidance for the compilation of wetland protection special plans in other cities.
