摘要
400毫米降水线西侧区域是我国重要的生态安全屏障和资源基地。本文基于自然资源利用视角,在分析400毫米降水线西侧区域水资源、土地资源、矿产资源等资源禀赋,以及地区生产总值、产业结构、城乡居民可支配收入等经济社会发展情况的基础上,揭示制约400毫米降水线西侧区域实现高质量发展的瓶颈问题。提出紧抓国家发展机遇,加大对外开放力度;提高资源利用效率,推动产业转型升级;坚持绿色发展,健全生态保护补偿机制建议。
The western region of the 400mm isohyet is an important ecological security barrier and resource base in China.Based on the perspective of natural resource utilization,this paper analyzes the resource endowments of water resources,land resources,mineral resources,as well as the economic and social development situation of the western region of the 400mm isohyet,including gross domestic product,industrial structure,total population,and disposable income of urban and rural residents,and reveals the bottleneck problems that constrain the high-quality development of the western region of the 400mm isohyet.It is proposed to seize the opportunities of national development strategy,increase the opening up,improve the efficiency of resource utilization,accelerate the promotion of industrial transformation and upgrading,adhere to green development,and improve the compensation mechanism for comprehensive ecological protection.
