摘要
建设高水平人才高地作为《粤港澳大湾区发展规划纲要》的主要目标之一,是推动粤港澳大湾区科技创新和发展新质生产力的关键所在。粤港澳大湾区在高水平人才高地建设方面有着独特的优势和特色,取得了令世界瞩目的成就,但在跨区域协同机制建设、人才流动性、国际竞争力、人才培养创新体系构建等方面仍面临一系列挑战和问题。粤港澳大湾区高水平人才高地建设应按照发展新质生产力要求,因地制宜,加快构建高水平人才培养体系,深入探索科研与产业融合的人才培养模式,改革创新人才引进政策和评价机制,整体推进粤港澳人才合作,服务国家高水平科技自立自强战略。
Constructing a high-level talent highland is one of the main goals of the"Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area",and it is also the key to promoting scientific and technological innovation and developing new-quality productive forces in the Guangdong-Hong Kong-Macao Greater Bay Area.The Guangdong-Hong Kong-Macao Greater Bay Area has unique advantages and characteristics in the construction of a high-level talent highland and has achieved remarkable achievements that attract worldwide attention.However,it still faces a series of challenges and problems in aspects such as the construction of cross-regional coordination mechanisms,talent mobility,international competitiveness,and the construction of an innovative talent training system.The construction of a high-level talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area should,in accordance with the requirements of developing new-quality productive forces,adapt measures to local conditions,accelerate the construction of a high-level talent training system,deeply explore talent training models that integrate scientific research and industry,reform and innovate talent introduction policies and evaluation mechanisms,and promote Guangdong-Hong Kong-Macao talent cooperation as a whole to serve the national strategy of achieving high-level scientific and technological self-reliance.
