摘要
水土保持监测是依据水土保持法律法规开展的一项非常重要的基础性工作。2002年以来,水利部先后发布了《水土保持监测技术规程》(SL 277—2002)、《水土保持监测设施通用技术条件》(SL 342—2006)、《水土保持监测点代码》(SL 452—2009)和《水土保持遥感监测技术规范》(SL 592—2012)4项标准,对水土保持监测工作的健康发展发挥了重要作用。近年来,随着水土保持事业的发展和科学技术的进步,特别是2022年12月中共中央办公厅、国务院办公厅印发《关于加强新时代水土保持工作的意见》以来,原来的4项标准已不能完全适应新时代水土保持工作要求,急需修订完善。2020年,水利部决定对这4项标准进行整合修订。2024年10月22日,水利部发布了《水土保持监测技术规范》(SL/T 227—2024),自2025年1月22日起实施。修订后的标准适用于国家和地方水土保持监测站建设、监测站观测内容和方法、遥感监测、数据管理与应用等。对标准修订的背景、修订过程、修订原则、标准主要内容、修订主要内容和强化内容等进行了解读,为相关从业单位及从业人员学习、理解和掌握标准提供参考。建议组织编制标准宣贯材料,开展宣传和培训,各地开展水土保持监测相关工作时要认真贯彻执行,在使用中发现问题,从而不断提高标准的技术水平,为生态文明建设提供高质量的基础数据支撑。
Soil and water conservation monitoring is a very important foundational work in accordance with soil and water conservation laws and regulations.Since 2002,the Ministry of Water Resources has issued four standards in turn,including the Technical Regulations for Soil and Water Conservation Monitoring(SL 277—2002),the General Technical Conditions for Soil and Water Conservation Monitoring Facilities(SL 342—2006),the Code for Soil and Water Conservation Monitoring Points(SL 452—2009),and the Technical Specifications for Soil and Water Conservation Remote Sensing Monitoring(SL 592—2012),which have played an important role in the healthy development of soil and water conservation monitoring work.In recent years,with the development of soil and water conservation and the advancement of science and technology,especially since the issuance of the Opinions on Strengthening Soil and Water Conservation Work in the New Era by the General Office of the Communist Party of China Central Committee and the General Office of the State Council in 2022,the original four standards cannot fully meet the requirements of soil and water conservation work in the new era and need to be revised and improved.In 2020,the Ministry of Water Resources decided to integrate and revise these four standards.On October 22,2024,the Ministry of Water Resources issued the Technical Specifications for Soil and Water Conservation Monitoring(SL/T 227—2024),which will be implemented from January 22,2025.The revised standard is applicable to the construction of national and local soil and water conservation monitoring stations,observation content and methods of monitoring stations,remote sensing monitoring,data management and application,etc.The paper interpreted the standard revision background,revision process,revision principles,main content,and strengthened content,which can provide reference for relevant organizations and practitioners to learn and understand the standard.It is recommended to organize the preparation of publicity materials,carry out promotion and training,and during soil and water conservation monitoring work,administrative authorities should implement the standard and discover problems to improve the technical level of the standard and provide high-quality basic data for ecological civilization construction.
