摘要
自2008年孟买恐怖袭击事件以来,印度积极打造适应性的反恐情报体系,有效维护了国家安全。通过梳理印度官方网站和法律、报告、文献资料,从机构、职责、情报传递、情报合作、情报协作、监督监管和体系优化等方面研究印度反恐情报体系的现状、问题与破解之策,能为构建中国特色的反恐情报体系提供参考。中国反恐情报体系的构建,在借鉴有益经验、规避现实风险等基础上,需要以总体国家安全观为指引,打破部门壁垒,建立反恐情报合作共享机制;完善国家安全法治,推动反恐情报工作法治化;开展国际反恐情报合作,展现大国形象。
Since the Mumbai terrorist attacks in 2008,India has made vigorous efforts to build an adaptive anti⁃terrorist intelligence system which has managed to safeguard its national security.Our research is intended to provide reference for the construction of an anti⁃terrorist intelligence system with Chinese characteristics through the analysis of its laws,reports,and literature on Indian official websites and the originals and through the researches into the status quo,problems and countermeasures regarding India’s anti⁃terrorist intelligence system from the perspectives of institutions,duties,intelligence transmission,intelligence cooperation,intelligence coordination,supervision and regulation,and system optimization.On the basis of learning from other’s experience and avoiding real risks,the construction of China’s counter⁃terrorist intelligence system should be guided by the overall outlook on national security,departmental barriers should be lifted,a sharing mechanism of counter⁃terrorist intelligence cooperation should be built,the rule of law in national security should be completed,legalized practice of counter⁃terrorist intelligence should be promoted and international cooperation in this regard should be carried out to project our image as a major country.
