摘要
反恐跨部门协同建设是国家防范恐怖主义活动、应对恐怖袭击事件的重要制度创新,厘清反恐跨部门协同的形成逻辑和主要特征对提升我国反恐应对水平具有重要意义。通过系统梳理反恐工作的相关职能和主要任务,构建了一个"防范—情报—处置"的分析框架。引入社会网络分析方法,绘制了反恐"部门—职能"双模网络,分析了阶段协同模式的结构框架和基本概貌,并进一步讨论了反恐跨部门中阶段协同模式对整体协同模式的影响机理。安全防范阶段、情报信息阶段、应对处置阶段分别映射了整体协同模式的基础层、中介层和延伸层。据此,从明确主体责任为核心、阶段助力整体为根本、夯实防范效能为支撑、情报信息研判为牵引、应对处置实践为反馈五个方面提出了推动反恐跨部门协同建设与发展的对策建议。
The construction of anti-terrorism cross-department coordination is an important institutional innovation for the country to prevent terrorist activities and dispose to terrorist attacks.Clarifying the formation logic and main characteristics of anti-terrorism crossdepartment coordination is of great significance to improving country’s anti-terrorism response level.By systematically sorting out the relevant functions and main tasks of anti-terrorism work,an analysis framework of“prevention-intelligence-disposal”was constructed.The antiterrorism"department-function"dual-mode network was drawn by the social network analysis method.The basic structure and overall overview of the phase coordination mode were analyzed.And the influence mechanism of the anti-terrorism cross-department phase coordination mode on the overall coordination mode was further discussed.The security precaution phase,the intelligence information phase,and the response disposal phase respectively map the basic layer,intermediary layer and extension layer of the overall collaboration model.Based on this,countermeasures andsuggestions are proposed to promote the construction and development of anti-terrorismcross-departmental collaboration from five aspects:clarification of the main responsibility as the core,stage assist overallas the foundation,consolidation of prevention effectiveness as support,judgement of intelligence information as traction,and practice of response disposal practices as feedback.
