摘要
近年来,随着经济社会的快速增长,以危险化学品企业为集聚核心的化工园区不断涌现,逐步形成了集“勘探、开发、加工、仓储、物流、销售”为一体的较为完整的产业链,成为推动各地经济社会高质量发展的“新引擎”。化工园区内的危险化学品大多具有高温高压、易燃易爆等危险特性,存在发生重特大安全生产事故的现实风险、可能性和连锁反应隐患。一旦发生重特大安全生产事故,将对周边居民和环境造成灾难性影响,甚至可能引发“多米诺骨牌”式的连锁效应。因此,化工园区安全整治提升是在化工产业快速发展背景下,防范化解安全生产重大风险的有效举措。通过实施安全整治提升措施,可以显著提升园区的本质安全水平,进而实现化工园区的高质量、快速发展。
In recent years,with the rapid economic and social growth,chemical industry parks centered around hazardous chemicals enterprises have continuously emerged,gradually forming a relatively complete industrial chain integrating“exploration,development,processing,warehousing,logistics,and sales,”serving as a“new engine”for promoting high-quality economic and social development across regions.Hazardous chemicals within chemical industry parks mostly possess dangerous characteristics such as high temperature and pressure,flammability,and explosiveness,posing real risks,possibilities,and cascading hazard potentials for major work safety accidents.In the event of such accidents,catastrophic impacts on surrounding residents and the environment could occur,potentially even triggering a“domino effect”chain reaction.Therefore,the enhancement of safety remediation in chemical industry parks is an effective measure to prevent and mitigate major work safety risks in the context of the rapid development of the chemical industry.By implementing safety remediation and enhancement measures,the intrinsic safety level of the parks can be signif icantly improved,thereby enabling high-quality and rapid development of chemical industry parks.
