摘要
本文认为,绿色壁垒具有不公平、不合理和歧视性的消极一面,同时又具有进步性、规范性和合理性的积极一面。文章从分析绿色壁垒的两重性出发,进一步指出了绿色壁垒中存在的贸易机会与威胁,认为必须积极主动地对待绿色壁垒,只有抓住可以利用的绿色机会,才能真正避开威胁,冲破壁垒。文章提出了积极谈判、扬长避短、打开瓶颈、争取援助四项基本对策。
This article maintains that green barriers have both negative natures of unfairness,unreasonableness and discrimination and positive natures of progressiveness,standardization and rationality.The article analyses the double natures of green barriers,and points out the trade opportunities and threats existing in green barriers.The article suggests that we should actively treat the green barriers,take advantage of green opportunities and avoid threats and break the barriers.The paper puts forward following four basic strategies:to actively negotiate,to maximize favorable factors and minimize unfavorable factors,to break through the bottle necks and to gain assistance.
