摘要
20世纪80年代以来,随着改革开放的不断深化,城市经济社会的快速发展,工业化、城镇化进程不断扩大,大量的农业、农村剩余劳动力向城市迁移,源源不断地从广袤的农村流出,形成新兴的农民工大军,他们的出现对城市经济社会的发展做出了巨大的贡献。但农民工进城务工也造成了农村劳动力的流失,长此以往加剧了农村“空心化”。随着乡村振兴战略及各种惠农政策的制定实施,在外打工的农村人口逐渐开始返回家乡,凭借自身技能、家乡地理位置、特色产业等优势条件进行创业,他们的回归促进了家乡经济发展和村民收入增长。本研究以新疆阿拉尔市为例,采用问卷调查与实地走访相结合的调查方式,获取到阿拉尔市外来农民工返乡创业的相关资料,结合新疆南疆自然环境、人口结构、产业规模等,探究乡村振兴战略背景下阿拉尔市农民工返乡创业过程中面临的问题,并提出相应的对策建议。
Since the 1980s,with the continuous deepening of reform and opening up,the rapid development of urban economy and society,and the continuous expansion of industrialization and urbanization,a large number of agricultural and rural surplus labor forces have migrated to cities and continuously flowed out of the vast rural areas,forming a new power of migrant workers,whose emergence has made great contributions to the development of urban economy and society.But migrant workers to work in the city also caused the loss of rural labor,in the long run which has also intensified the"hollowing out"in the countryside.With the formulation and implementation of rural revitalization strategy and various policies to benefit agriculture,the rural population working outside gradually began to return to their hometown,relying on their own skills,hometown geographical location,characteristic industries and other advantages to start businesses,their return to hometown promoted the economic development of their hometown and the growth of villagers'income.This paper took Aral city in Xinjiang as an example,adopted a combination of questionnaire survey and field visit to obtain the relevant data of migrant workers returning to their hometown to start their own businesses in Aral city,in combination with natural environment,population structure,and industrial scale of South Xinjiang,explored the problems faced by migrant workers in Aral city in the process of returning home to start a businesses under the background of the revitalization strategy,and put forward corresponding countermeasures and suggestions.
