摘要
国土空间用途管制作为国家推进空间治理体系和治理能力现代化的一项基本制度,对促进国家土地资源可持续发展和国土空间治理现代化具有重大意义。按照国土空间用途管制规范和结合云南省自然资源厅信息化系统现状,设计并构建云南省国土空间用途管制监管系统。系统梳理了云南省国土空间用途管制业务流程,基于分布式微服务架构、采用流程管理、移动服务适配等技术,实现了计划管理、建设项目用地预审与选址、农用地转用和土地征收等子系统功能。经省、市、县各用户测试,该系统满足业务管理需求,为云南省国土空间用途管制提供了信息化监管支持。
Territorial space use control is a basic system for the country to promote the modernization of space governance system and governance capacity.It is of great significance for promoting the sustainable development of the country.According to framework of territorial space use control and the information system of Department of Natural Resources of Yunnan Province,a territorial space use control supervision and management system in Yunnan Province was designed and implemented.The business process of territorial space use control in Yunnan Province was systematically sorted out.Based on distributed micro-service architecture,process management,mobile service adaptation and other technologies,the functions of subsystems such as plan management,pre-examination and site selection of construction project,agricultural land conversion and land expropriation have been realized.After testing by users at the provincial,municipal,and county levels,the system meets business management requirements.It can provide information supervision support for territorial space use control in Yunnan Province.
