摘要
基于资源资产理论,将城市更新中资源资产问题放在我国城镇化转型的大背景中,深入分析其财务价值属性内涵。在此基础上,针对当前我国城市更新实践中普遍存在的资源资产价值认知偏差、空间配置失序、活化模式单一、机制政策不健全等突出问题,提出构建“财务属性分类+全要素覆盖”的识别评估体系、建立“单元统筹+动态管控”的弹性管控单元机制、推行“资源价值分级+路径适配”的分级活化模式、搭建“组织协同+工具适配”的协同体系等规划响应对策,力求为国内城市更新从单纯的“空间更新”向深度的“价值重构”转型提供理论支撑与实践参考。
Based on the theory of resources and assets,the issues of resources and assets in urban renewal are examined within the broader context of China's urbanization transformation,and an in-depth analysis of the connotation of their financial value attributes is conducted.In response to the prominent problems in China's current urban renewal practice,such as cognitive deviations in the value of resources and assets,disordered spatial allocation,single activation mode,and inadequate mechanisms and policies,a set of planning response strategies is put forward:constructing an identification and evaluation system of"financial attribute classification+full-factor coverage";establishing a flexible management unit mechanism of"unit-based overall planning+dynamic management and control";implementing a hierarchical activation mode of"resource value grading+path adaptation";building a collaborative system of"organizational collaboration+tool adaptation".It aims to provide theoretical support and practical exploration for promoting high-quality urban renewal in China and realizing the transformation from simple"spatial renewal"to in-depth"value reconstruction".
