摘要
随着气候变暖,全球森林火灾日益频发,火灾趋势逐渐严峻,对森林生态环境的破坏日益加重。为有效应对森林火灾,防止对森林资源和人民生命财产安全造成损失,世界各国都建立了森林防火体系和林火管理系统。本文从森林火灾的预防到扑救以及保障三大体系,对美国、加拿大、澳大利亚、俄罗斯四个高森林覆盖率国家的防火措施进行对比,并进行总结归纳。并在现有基础上对未来林火管理研究进行展望,以期为森林防火系统的建设提供理论基础。
With the warming of the climate,the global forest fire is increasingly frequent,the fire trend is gradually severe,and the damage to the forest ecological environment is increasingly aggravated.In order to effectively deal with forest fires and prevent losses to forest resources and the safety of people's lives and property,countries around the world have established forest fire prevention systems and forest fire management systems.This paper compared and summarized the fire prevention measures of the United States,Canada,Australia and Russia with high forest coverage from the three systems of forest fire prevention,fighting and protection.On the basis of the present situation,the future research on forest fire management is prospected in order to provide a theoretical basis for the construction of forest fire prevention system.
