摘要
积极稳步推进“平急两用”公共基础设施建设,是实现高质量发展和高水平安全良性互动的必然要求,对持续提升城乡整体应急保障能力,增强城市安全韧性具有重要意义。本文分析“平急两用”公共基础设施建设运营中面临的突出问题,包括:政策指引模糊、资源保障不足、民间资本参与积极性不高、管理机制不完善等,提出针对性的推进建议,以此加快完善配套政策制度体系,切实保障设施建设运营有章可循;创新资源要素配给机制,强化资金和土地支撑;完善应急征用补偿激励机制,激发市场主体参与积极性;强化跨部门跨区域工作协同,提高管理和运行效能。
Actively and steadily promoting the construction of public infrastructure for both normal and emergency use,is inevitable requirement to realize the positive interaction between the high-quality development and high-level security,is of great significance to improving urban and rural capability for emergency support,and enhancing urban security and resilience.Currently,there are many outstanding problems in the process of the construction and operation of public infrastructure for both normal and emergency use,such as vague of policy guidance,insufficient resource guarantee,low involvement motivation of private investors,and management mechanisms are imperfect,facing the dilemma of being"hot in central and cold in local".The paper gives these suggestions:improving policies and the institutional system,to effectively safeguard the construction and operation are rule-based,innovating the rationing mechanisms of resource elements to strengthen financial and land support,perfecting the mechanisms of emergency expropriation compensation and inspirit to stimulate the market main body participation,strengthening work collaboration cross sector and region to improve management and operation efficiency.
