摘要
县域学校体育协同治理是推动中国式学校体育现代化治理的关键环节。运用文献资料、实地调研等研究方法,以“物理-事理-人理”方法论为理论基础,对县域学校体育协同治理情景进行了深入探讨,构建了县域学校体育三角循环协同治理分析框架,概念化提炼了县域学校体育协同治理经验。研究认为:“物理”因素是开展县域学校体育协同治理工作的前提条件,目前存在县域城乡优质资源供给紧张与失调问题;“事理”因素作为县域学校体育协同治理的具体方法,现正受制于县域城乡学校体育基本治理制度匮乏、民主协同参与氛围薄弱、治理工具适应性欠缺等方面;“人理”因素鉴于传统学校体育管理体制、卡里斯玛权威等影响,它表现在人际间的利益博弈行为、非正式关系的侵扰、自由裁量治理行为等层面,造成了长期弱化式的县域学校体育协同治理关系。据此,研究提出应循序植入“共治、共享、共生、共发展”的县域学校体育协同治理理念,以精细化平衡县域学校体育协同治理“物理”资源配置,以可持续化塑造县域学校体育“人理”治理关系,以多元化共建县域学校体育良性“事理”治理结构,进而构建县域学校体育物理-事理-人理协同治理共同体。
County-level school sports collaborative governance represents a pivotal aspect in advancing the modernization of Chinese-style school sports governance.Employing research methodologies such as literature review and field research,and grounded in the theoretical framework of"Wu-Li(Physics),Shi-Li(Logistics),Ren-Li(Human Factors)methodology,"this paper delves into the scenario of county-level school sports collaborative governance.It constructs an analytical framework for triangular and circular collaborative governance in county-level school sports and conceptually extracts the experiences of such governance.The research indicates that the"Wu-Li"factor serves as a prerequisite for county-level school sports collaborative governance,yet faces challenges such as inadequate and imbalanced supplies of high-quality resources between urban and rural areas.The"Shi-Li"factor,as the specific methodology for county-level school sports collaborative governance,is currently hindered by a lack of fundamental governance systems, a weak collaborative participation atmosphere, and insufficient adaptability of governancetools. The "Ren-Li" factor, influenced by traditional school sports management systems and charismaticauthority, manifests in interpersonal interest-based games, intrusions of informal relationships, and discretionarygovernance behaviors, leading to a chronic weakening of the collaborative governance relationships in county-levelschool sports. Consequently, the study proposes the integration of the concept of "co-governance, sharing, symbiosis,and mutual development" in county-level school sports collaborative governance. This involves refining and balancingthe allocation of " Wu-Li" resources, sustainably shaping the "Ren-Li" governance relationships, and fosteringa diversified and sound "Shi-Li" governance structure. Ultimately, the aim is to establish a county-level schoolsports Wu-Li-Shi-Li-Ren-Li collaborative governance community.
